RSS commands
Manage RSS and Atom feed subscriptions for channels.
The /rss command requires Manage Webhooks and is server-only. It validates feed URLs with rss-parser, creates a Discord webhook in the target text or announcement channel, and stores the webhook URL encrypted at rest. New posts are checked by the background RSS module; past posts are not back-filled.

Webhook creation
If the bot cannot create a webhook in the target channel, /rss add replies with a permission error. Grant Manage Webhooks in that channel.
